Enabling Automatic e-MTA Submissions in Nordlet

Give Nordlet OÜ the machine-to-machine access permission in e-MTA and enter the submitter's personal identification code in Nordlet, so that Nordlet can send your Estonian VAT return to the Tax and Customs Board.

This page is for a company registered in Estonia. Nordlet sends your VAT return (KMD, with its KMD INF annex) to the Estonian Tax and Customs Board (e-MTA) through e-MTA's machine-to-machine interface. Nordlet OÜ (registry code 17593783) sends it from its own X-tee connection on behalf of your company, so you do not need an X-tee connection of your own.

Before Nordlet can send anything, two things must be done:

  1. In e-MTA, your company gives Nordlet OÜ the machine-to-machine access permission.
  2. In Nordlet, you enter the personal identification code of the person who submits the returns.

The screenshots below were taken in Nordlet OÜ's own e-MTA and Nordlet account. On your screens, your company's name and registry code appear where these show Nordlet OÜ, except in the fields that must name Nordlet OÜ.

1. Give Nordlet OÜ the access permission in e-MTA

You need the right to give access permissions for your company in e-MTA.

  1. Sign in to e-MTA and select your company in the name list at the top left.
  2. Open Settings → Access permissions of representatives.
  3. Click New access permission at the top right.

The Access permissions of representatives page in e-MTA, with the New access permission button at the top right

Step 1: Selection of persons

Field What to enter
Personal identification code or registry code 17593783 (the registry code of Nordlet OÜ)
User ID Leave empty.

Click Search. Nordlet OÜ, code 17593783, appears under Selected persons with its box ticked. Click Next.

Step 1 of Giving access permissions in e-MTA: registry code 17593783 entered and Nordlet OÜ selected

Step 2: Adding of access permissions

Field What to enter
Represented person Filled by e-MTA: your company.
Persons Filled by e-MTA: Nordlet OÜ, 17593783.
Valid from Filled by e-MTA with today's date. Keep it.
until Leave empty, so the permission does not end. If you enter a date, Nordlet cannot send returns for your company after that date.
Delegable permission e-MTA explains it as "Turning the button on enables the user to delegate the right." Nordlet does not pass the right on to anyone, so you can switch it to No.
Permissions On the Packages of access permissions tab, type Machine-to-machine in Name and click Search. Tick Machine-to-machine interface authorisation package (KMD, TÖR, TSD), code XT_MM.

Step 2 of Giving access permissions in e-MTA: Nordlet OÜ as the person and the Machine-to-machine interface authorisation package (XT_MM) ticked

Click Add, and complete any confirmation e-MTA asks for.

e-MTA does not let you give the VAT return part of the package on its own: the package also covers the employment register (TÖR) and the TSD.

To check the permission, open Settings → Access permissions of representatives again and expand the row Nordlet OÜ (17593783). It lists the package. You can end the permission on the same page at any time; after that, Nordlet can no longer send returns for your company.

2. Enter the submitter in Nordlet

Every return Nordlet sends names a person as its submitter. e-MTA checks that this person has the right to submit the VAT return for your company, and rejects the return if not.

  1. In Nordlet, open Your account → Compliance → Estonia.
  2. In the box Estonian Tax and Customs Board (Maksu- ja Tolliamet, e-MTA) - VAT return (KMD), KMD INF, EU sales list (VD), TSD annex 7, employment register (töötamise register), fill in:
Field What to enter
Submitter personal identification code The 11-digit Estonian personal identification code of the person who represents your company and submits its returns, without the EE prefix.
  1. Click Save. The box is marked configured.

Without a submitter code, Nordlet does not send anything to e-MTA.

3. Sending a VAT return

When both parts are done, a VAT return deadline in the calendar has a File now button. Nordlet builds the return, sends it to e-MTA and asks e-MTA to confirm it, which submits the return. The result is under Declarations → Filings:

Status Meaning
Submitted Nordlet sent the return and is waiting for e-MTA's answer.
Accepted e-MTA accepted and confirmed the return. It is submitted.
Rejected e-MTA refused the return.

e-MTA cannot confirm a return while your company has documents in e-MTA that nobody has opened yet. If a return is rejected, open any such documents in e-MTA, then send the return again from the calendar.
